The services of the Social Security Offices in accordance with the Four SANGAHAVATTHUS towards the insured person’s attitude in Bangkok Metropolitan

Abstract

 

ABSTRACT

              The objectives of this research are: I) to study the services of the Social Security Offices in accordance with Four Sangahavatthus towards the insured person’s attitude in Bangkok Metropolitan, II) to compare the services of the Social Security Offices in accordance with Four Sangahavatthus towards the insured person’s attitude in Bangkok Metropolitan, classified by personal factors, and III) to determine methods of Four Sangahavatthus, apply and develop services of Social Security Office, particularly in  system and public services.

              A survey research has been used for this study. Samples        of this research consisted of 400 insured persons using services from the Social Security Offices in Bangkok Metropolitan area 5 and area 10. Data was collected by questionnaire to see what extent the Four Sangahavatthus was applied in term of services by the Social Security Offices. The collected data was analyzed by using basic statistics such as frequencies, percentage, mean and standard deviation. The analysis was also done through t-test for analyzing the hypotheses in order to test the average difference between the two groups and f-test by one-way analysis of variance (One-way ANOVA) for testing the difference between the averages from three or more groups and to test the difference of the average LSD (Least Significant Difference).

 

The findings of this study are as follows:

              1. The services of the Social Security Offices in accordance with Four Sangahavatthus towards the insured person’s attitude in Bangkok Metropolitan were at a moderate level in all aspects(mean = 3.21). And when considered on each aspect as Dana: generosity, Piyavaca: kindly speech, Atthacariya: useful conduct, Samanattata: even equal treatment, founded that the insured person’s attitude were satisfied towards services in accordance with Four Sangahavatthus at moderate level in all aspects.

              2. The comparison of the services of the Social Security Offices in accordance with Four Sangahavatthus towards the insured person’s attitude in Bangkok Metropolitan, classified by personal factors, the research revealed that, in case of the samples were classified by sex, age, education, careers and number of services, different occupations of the insured persons affect attitude toward services in accordance with Four Sangahavatthus and result in statistically significant differences at .05 level. While the insured persons with sex, age, education and different numbers of services were found no significant differences.

              3. Problems, obstacles and recommendations with solving guidelines in order to apply Four Sangahavatthus in term of services of Social Security Offices are as follows:

                1) The main problems and obstacles of services provided by Social Security Office are officers who are not willing to serve by hearts, but by duties. Lacking of efficient officers to provide services with required knowledge and problem solving skills, the insured persons would be lack of good understanding in services of Social Security Office. Furthermore, although there are many information centers when the insured persons contact to the office, there are no prompt coordination and time spending is too long.

              2) Recommendations: continuous training for officers is required since they should have moderate knowledge and capabilities in term of services by Social Security Offices. They should be able to listen and solve problems in no time in order to reduce unnecessary processes and to documents for better standard of service and to recreate service mind eventually.

              3) Applying instructions of Four Sangahavatthus in services of Social Security Office are as follows: Dana is to give services by heart, to provide knowledge and

to facilitate the insured persons; Piyavaca is to use words of manner and goodwill to the insured persons; Atthacariya is to be helpful to the insured persons by perceiving they are relatives; Samanattata is to be persistent and provide services neutrally.
