Strategic Human Resource Management of Sub-District Administrative Organization in Lam Plai Mat District, Buriram Province.

Abstract

  The objectives of this research were (1) to study the strategic human resource management of Sub-District Administrative Organization (SAO) in Lam Plai Mat District, Buriram Province. (2) to compare personnel opinions towards the strategic human resource management of SAO in Lam Plai Mat District, Buriram Province and (3) to study problems, obstacles and suggestions on the strategic human resource management of SAOs in Lam Plai Mat District, Buriram Province. 

This research used mixed research methods both of quantitative research method and qualitative research method. The sampling comprised 255 persons of SAO Lam Plai Mat District, Buriram Province. The data was collected by using the questionnaires that be developed by the researcher which the confident level was at .980. Data analysis used the following statistics: frequency, percentage, standard deviation, t-test, F-test, and One Way ANOVA. The in-depth interviews were analyzed by analysis technique.  
The research findings were as the following.
1) The overall personnel opinion towards the strategic human resource management of SAO was at the moderate level (  = 3.360). By considering each aspect, it was found that the strategic human resource management of all aspects was at the moderate level. The ranked in descending from monitoring and control ( =3.391), implementation ( =3.377), analysis ( =3.346) and determination ( =3.327).
2) The comparisons of personnel opinions towards the strategic human resource management of SAO classified by personal factors such as gender, age, educational level, position and organization was found as follows that The persons who different genders, ages, educational levels, positions and organizations had indifferent opinion towards the strategic human resource management of SAO in Lam Plai Mat District, Buriram Province.
3) The problems, obstacles and suggestions on the strategic human resource management of SAO were found that SAO had no special target and mission on the human resource management. Human resource management goals were uncertain. SAO lacked executive to set the human resource plans. That was uncleared. Other problems such as did not put the right man in the right job, lack of budget and lack of monitoring and evaluation that effected to improvement in human resource management. 
The recommendations were that be SAO should be set specific goals and missions on the human resource management to ensure clear goals of human resource works. Staffs should be recruited with human resource plans that be cleared. SAOs should be put the right man in the right job and allocate specific budgets for the human resource management. Monitoring and evaluation should be done clearly. Actual performance and goal should be compared for lead to strategic review and improvement to real environment in organization.
4) The in-depth interview with the key informants on the strategic human resource management of SAO in Lam Plai Mat District, Buriram Province found that the strategic human resource management of SAO started from analyzing number of staffs that enough with workloads, follow manpower planning of SAO should be test and appointed according to SAO procedure. After that human resource procedure should be had process in human resource management. Such as human resource development for set service mind, keep talent persons to happy work lite and Executives should be used Buddhism way in Organization.
