Abstract

 

The objectives of this research were: 1) to study the role of the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province, 2) to compare the opinion of the people toward the role of the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province by classifying on the personal factors , and 3) to study the problems, obstacles and suggestions for the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province.

This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 389 people from 14,113 people living in Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province by the Taro Yamane formula. The tools of the research were questionnaire with the 0.928 of reliability and in-Depth interview from the 8 key informants. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, t-test and F-test with One Way ANOVA and Least Significant Difference: LSD.)

Results of the Research

 

1. Overall,the levelof therole of the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province was at the highest level (= 4.52). When considering each aspect, it arranged from the high to low level: the evaluating and following of the working results (= 4.55), setting the local policy (= 4.54), supporting the social welfare (= 4.54), the cooperation of the related organizations (= 4.52), and the local resolving (= 4.45). 

 

2. The comparison of the levelof therole of the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Provinceby classifying on the personal factors found that the people having the different sex, age, degree of education, occupation, and income had no the different opinion towards therole of the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province. Therefore, the hypothesis was denied.

3. The problems, obstacles, and suggestions for therole of the leaders in the administration for local development of Nong Kradon Administrative Organization, Muang District, Nakhon Sawan Province were that setting the policy did not cover the problems in the area. The policy problem and capability of the organization did not conform together.The leaders solved the problem with holding on their friends. The people did not give the importance to the participation in the local resolving. The welfare problems of the people did not cooperate with the public sector. The community leaders had the insufficient knowledge in the welfare right of the people and in the law and regulation in the social welfare right. Moreover, the community leaders did not give the importance in following the outcome of the local working. The cooperation of the community leaders and the public sector was late and irrespective.

The suggestions were that the leaders set the policy covering the problems in each area, set the policy by the meeting for being the same direction. The leaders should study the real area and go to the real area. Moreover, the leaders should solve the local problem in the overall more than the problem of their friends. The leaders should study and train in the welfare right of the people, the local leaders should maintain the right and welfare of the local people, inform the welfare right of the people, and be the part of the participation in checking and following the project in the village.  After following the outcome of the working, the leaders should suggest the problems of the project, cooperate the related organization to get the budget, and have the broad vision to be easy to the cooperation of the related organization.
