The research Human Resource Development According to Tisikkha of          The Local Administrative Organization in Sanpatong District, Chiang Mai Provinceaims to (1) study human resource development according to Tisikkha of the local      administrative organization in Sanpatong district, Chiang Mai province. (2) compare human resource development according to Tisikkha of the local administrative        organization in Sanpatong district, Chiang Mai province classified by personal factors. (3) find out the relationship between Tisikkha and human resource development of the local administrative organization in Sanpatong district, Chiang Mai provinc (4) study the guidance to support human resource development according to Tisikkha of the local administrative organization in Sanpatong district, Chiang Mai province. This study is a mixed method research using both quantitative and qualitative methods. The sample of this research are personnel of local administrative organizations in Sanpatong district which are 1 municipality and 3 sub district administrative organizations; Yu Wha municipality, Num Bor Luang, San Klang and Ma Kham Luang sub district administrative organizations,  159 people in total.          The research instruments are questionnaire, analyzing the data by SPSS program.          The statistic used to analyze general information of the population are frequency and percentages. The statistic used to analyze the opinion level towards human resource development based on of the local administrative organization in Sanpatong district, Chiang Mai province are frequency, mean, standard Deviation, t-test, f-test, one-way anova, and least significant difference or LSD. The in-depth interview data from key informants is categorized by issue and content analysis.

The result of this research are as follows :

1. Human resource development according to Tisikkha of the local      administrative organization in Sanpatong district, Chiang Mai province found that personnel have the overall opinion in the high level (μ = 4.05). when considering each aspect, from high to low mean, it is found that the highest aspect is concentration : the practice of mind development (μ =4.14), morality : behavioral development (μ =4.14), human resource development in the organization in terms of development (μ =4.11), human resource development in the organization in terms of training  (μ =4.08), wisdom : the wisdom development (μ =4.08), and the aspect with lowest mean is human resource development in the organization in terms of education (μ =3.76) 

2. The comparison of human resource development according to Tisikkha       of the local administrative organization in Sanpatong district, Chiang Mai province, classified by personal factors including gender, age, education, occupation, and the position. It found that personnel with different gender, occupation, and position have no different opinion towards human resource development according to Tisikkha of the local administrative organization in Sanpatong district, Chiang Mai province. On the other hand, personnel with different age and education have different opinion towards the same topic with the statistically significant different.

3. The relationship between Tisilclcha and human resource development of       the local administrative in Sanpatong district, Chiang Mai province found that      Tisikkha has a positive high level correlated (R=0.864 **) with the human resource development in the local administrative organization in Sanpatong district, Chiang Mai province. The overall score was statistically significant at the 0.01 level.

4. The guidelines for human resource development according to Tisikkha           of the local administrative organization in Sanpatong district, Chiang Mai province found that it should focus on training personnel to be responsible for their duties and encourage them to gain knowledge. It should use religious institution to promote the human resource development by training the higher morality, wisdom, and    concentration and apply to daily life.
