Human Resource Management of Khaokhlung Sub-District Local Administrative Organization Banpong District Ratchaburi Province (Public Administration)

Abstract

The objectives of this research were : 1) to study the human resource management of Khaokhlung sub-district administrative organization in Banpong district, Ratchaburi province. 2) to compare the human resource management of Khaokhlung sub- district administrative organization in Banpong district, Ratchaburi province. 3) to study the problems, obstacles, and suggestions for human resource management of Khaokhlung sub-district local administrative organization in Banpong district, Ratchaburi province.

The research methodology was the mixed methods research by quantitative research by using the survey research with the sample group as the 49 out of 56 personnel’s Khaokhlung sub- district administrative organization in Banpong district, Ratchaburi province by purposing sample of Taro Yamane formula with the reliability test at 0.05. The tool for data collection was the questionnaires and data analysis of ready programme for social sciences research. The statistics for data analysis are frequency, percentage, mean, standard deviation, with one-way analysis of variance, t-test and F-test. and qualitative research was in depth interview from 12 key informants. The data analysis was by the descriptive content analysis.

 

The Finding of Research were as following :

1. The personnel of local administrative organization had the opinions to human resource management of Khaokhlung sub-district administrative organization Banpong district, Ratchaburi province in overall, was at the high level (=3.92) , when considered each aspect, it was found that he personnel of local administrative organization had the opinions to human resource management of Khaokhlung sub- district local administrative organization Banpong district, Ratchaburi province towards maintenance, was at the highest level (=4.07), the second aspect was the planning had an average at (=3.97). and the last, was the development aspect had an average at (=3.73).

2. The opinions comparison of personnel of local administrative organization had the opinions to human resource management of Khaokhlung sub- district administrative organization Banpong district, Ratchaburi province, classified by personal factors such as sex, age, education, position, and the income, found that the personnel of local administrative organization had the difference of age, had the opinions towards human resource management of Khaokhlung sub-district administrative organization Banpong district, Ratchaburi province, where as the population who had the different education, was found the different opinions significantly statistics at 0.05 level, and the personnel of local administrative organization who had the difference of sex, educational level , position and income , had the opinions to human resource management of Khaokhlung sub- district local administrative organization Banpong district, Ratchaburi province significantly statistics at 0.05 level.

3. The suggestions about problems, obstacles and suggestions about of the human resource management of Khaokhlung sub-district administrative organization Banpong district, Ratchaburi province, found that Personnel do not have expertise. Planning for lack of participation. When there are personnel transfer-resigning, unable to recruit personnel to replace the position to meet the demand. When there are personnel transfer-resigning, unable to recruit personnel to replace the position to meet the demand. Executives do not give priority to supporting personnel potential. Executives are more interested in the work than the employees. Khaokhlung sub-district administrative organization Banpong district should increase the potential of personnel. Create good values, Discipline, Honesty, Perseverance, Love, kindness, caring for other, responsibility, The ideology of working for the public. Provide a working atmosphere with love and warmth. maintain the interests of personnel. make yourself an example of encouragement. Give rewards for good people with virtue, giving the opportunity for personnel to express their opinions and suggestions. manage to communicate the news information transparently, the personnel should participates to acknowledge for making the decision, overall operation, and the gain will to receive equally and fair straight on important objectives.
