The objectives of this research were; 1) to study the general status of foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province, 2) to compare the entrepreneur opinions for foreign laborers administration at Bang Phli District, Samut Prakran Province, 3) to analyze relation between San˙ gahavatthu and foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province, and 4) to study the problems obstacles and recommendations of foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province.

                  Methodology was mixed methods. The quantitative research collected data from 332 samples 1,950 persons of foreign laborers entrepreneurs from using Taro Yamane's formula. The data collection tool was 5 rating scale questionnaires at reliability of 0.950.  The statistics used to analyze data were frequency, percentage, mean, standard deviation, T-test, One Way Analysis of Variance, Least Significant Different: LSD and Pearson's correlation coefficient. The qualitative research conducted by interviewing the 14 key informants and analyzed the data by using descriptive infer pretation techniques.

                  The research findings were as follows:

1. The foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province by overall were at high level (  = 3.85, S.D. = 0.677). Each aspect were also at high level. Control and Command aspect was at  = 3.88, S.D. = 0.734, organizing aspect was at  = 3.86, S.D. = 0.728, planning aspect   was at  = 3.85, S.D. =0.802, coordinating aspect was at  =3.85, S.D. =0.742, and controlling aspect was at  = 3.83, S.D. = 0.736 respectively.

2. The comparison of the entrepreneur’s opinions for foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province  was found that the entrepreneurs wich different age and education level had different opinions. Rejecting the hypothesis. Entrepreneurs wich differene gender position and duration of work had different opinions significanty at 0.05 levels. Accepting the hypothesis.

3. The relationship between Sangahavatthu and foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province  was found that the Sangahavatthu has positively correlated with the foreign laborers administration of entrepreneurs by overall were at high level. (R = 0.830)

4. Problems, obstacles of foreign laborers administration of entrepreneurs at Bang Phli District, Samut Prakran Province were found that the problems and obstacle were communication, shelter, acceptance of foreign labors and labor shortage. Recommendations were that communicating with the foreign laborers must be to expand and command clearly by people who can speak the language of foreign labors. Entrepreneurs should provide the shelter for foreign labors appropriately. Entrepreneurs should treat Thai and foreign labors Egually. Entrepreneurs should recruit skilled laborers from reliable sources and entrepreneurs should allow opportunities for foreign labors to express their opinions to improve administration.
