An Analytical Study of The Local Government Administration in Charoenrat Sub-District, Mae Chai District, Phayao Province According to The Sangahavatthu

Abstract

This study aimed (1) to study the work management according to Sangahavatthu, the principle of Four Principles of Service of Charoenrat Sub-district Municipality, Mae Chai District, Phayao, (2) to investigate problems in the management based on the Four Principles of Service classified by personal factors, and (3) to study the guidelines in work administration in accordance with the principle of Sangahavatthu.

The study is the  Mixed Methods Research employing Quantitative Research by which questionnaire with a checklist and a 5-level valuation scale and open-ended question was used for data collection distributed to  346 people who had right to the referendum in the Charoenrat municipality, Mae Chai district, Phayao obtained by Cluster Sampling and interview. The statistics used included Frequency, Percentage, Mean, Standard Deviation, and difference by t-test, and F-test. One way analysis of variance (One-Way ANOVA) was done at the 0.05 significance level.

Results of the study on work management by Chareonrat sub-district Municipality based on the principle of Four Services; the aspect of Dana (generosity), Piyavaca (kindly speech, Atthacariya (beneficial actions, and Samanattata (impartiality) showed that the public had opinions on the administration based on the Sangahavatthu in average in four aspects of Sangahavatthu  equal to 3.39 average. When considering each aspect, the aspect of Dana (generosity), Piyavaca (kindly speech, Atthacariya (beneficial actions, and Samanattata (impartiality, it was found that  public had  views on work management based on the principle of Sangahavattthu at an average level in four aspects.

Comparison of public opinion on the administration based on the Sanghahavatthu classified by personal status, it was found that people with different sex, age, educational background, occupation, and income showed different views which rejected the set hypothesis

Problems, obstacles, and suggestions on the management based on the Sangahavatthu were as follows:

1)   Dana; there was late assistance given to people with unclear details in the projects and with fewer sacrifices and helpfulness that should be done in fast, sincere, helpful to service recipients.

2)   Piyavaca; some officials and staff in organizations use inappropriate words that make people who received services in the organization are not positively impressed. There should be a satisfaction assessment to improve the service which would bring forth benefits to both parties.

3)    Atthacariya; the assistance to the victims still lacks preparation that delayed help and is late for the situation. The executives should have ready-plan and be ready to help people in urgent matters or in various disasters.

4)   Samanattata; some people do not receive the equal services and service is slow due to lack of prior-post order.  The queue of people should be ranked in the form of before – after for the orderliness and equality of service. Besides, there should be a training course for personnel in the agency to provide services to the public with following -up evaluation after a workout.
